I’m wondering if using the disposal makes it harder for the city to clean the water for use again.
As I interpret your question a garburetor is a garbage disposal that grinds up food from your kitchen sink and washes it down the drain. I will proceed on that assumption.
The disposal grinds the food up into small pieces that will be carried along with the sewage water stream. At the disposal plant that kind of food waste organic material can be easily processed because it is inherently not any different from human waste organic material.
Small solids are separated from the waste stream by settling or flocculation and anything that joins the solid stream can be processed without your having to worry about it. The only downside is that some additional water is needed to run the disposal and that adds to the waste treatment plant’s liquid load.
